careful! someone might get hostile if they find out youre spying on them

while I don't have any current intel reports (though I have spied on them in the past), I have two planets in my system (G2:-30:9,) both of relatively small size (one is titan, one is terran) that have never grown or gained in rank in all the time I've been playing. Both of them could be hugely profitable to anyone who wants an easy raiding target
